  • Improving Health Insurance Coverage: The ACA aimed to improve the quality of health insurance by implementing standards and regulations that ensured essential benefits were covered, and it protected consumers from certain insurance practices, such as denying coverage due to pre-existing conditions.
  • Controlling Healthcare Costs: Healthcare costs in the United States were escalating rapidly, and the ACA included provisions to control and reduce these costs through various mechanisms, such as the establishment of insurance marketplaces and the expansion of Medicaid.
  • Enhancing Preventive Care: The ACA prioritized preventive care, making it more accessible and affordable. This approach aimed to reduce the overall healthcare burden by preventing illnesses before they became severe.
  • Reducing the Uninsured Rate: One of the primary goals of the ACA was to decrease the number of uninsured individuals by expanding Medicaid, offering subsidies through insurance marketplaces, and mandating that individuals obtain health insurance.

Types of Health Plans on the California Health Exchange

1. The California Health Exchange features health plans categorized into metal tiers, which determine the distribution of healthcare costs between the plan and the individual:

  1. Bronze: On average, the plan covers 60% of healthcare costs, with the individual responsible for 40%.
  2. Silver: On average, the plan covers 70% of healthcare costs, with the individual responsible for 30%.
  3. Gold: On average, the plan covers 80% of healthcare costs, with the individual responsible for 20%.
  4. Platinum: On average, the plan covers 90% of healthcare costs, with the individual responsible for 10%.

2. In addition, there are Enhanced Silver Plans available for individuals with limited income who qualify for reduced out-of-pocket costs. These plans combine the benefits of Gold and Platinum plans while maintaining the cost of a Silver plan. Enhanced Silver Plans are divided into three categories based on cost-sharing:

  1. Plan 94%: On average, the plan covers 94%, and the individual covers 6%.
  2. Plan 87%: On average, the plan covers 87%, and the individual covers 13%.
  3. Plan 73%: On average, the plan covers 73%, and the individual covers 27%.

For those who meet specific criteria, there's also the option of Minimum Coverage Plans, available if you are under 30 years old, cannot afford regular health coverage, or qualify for a hardship exemption.
